- Hyperpolarization of membrane potentials at the SYNAPTIC MEMBRANES of target neurons during NEUROTRANSMISSION. They are local changes which diminish responsiveness to excitatory signals. The flow of ions into or out of cells that cause INHIBITORY POSTSYNAPTIC POTENTIALS.
