  • Congress drafted the Right to Financial Privacy Act of 1978 in response to the U.S. Supreme Court decisions in California Bankers Association v. Shultz (1974) and in United States v. Miller (1976). In the first decision, the Court had upheld provisions of the Bank Secrecy Act, which had required banks to keep records of financial transactions.
