Definition
- One of the most urgent challenges facing the United States in the 21st century is increasing the proportion of Americans with a high-quality post-secondary credential to meet the growing needs and changing demands of a global economy. This can be achieved only through the participation of all Americans, including underrepresented racial minority groups, low-income students, immigrants, and language minorities.
