- Juvenile courts at the beginning of the 21st century can best be described as dynamic institutions in transition. Since 1899, when the first formal juvenile court began operation in Cook County, Illinois, both the philosophy of juvenile justice and the procedures of handling young delinquents have undergone significant changes.
