Definition
- In the context of the United Nations Framework Convention on Climate Change (UNFCCC), the area of land use, land-use change, and forestry (LULUCF) refers to a specific sector covering the emissions and removals of greenhouse gases (GHGs) resulting from a specific land use, changes in the land use, and forestry activities as reported by countries when submitting their GHG inventories. Because of its dynamism, the impermanent nature of the removals, and the fact that it is extremely difficult to distinguish between what is human-induced and what is a natural effect, it is a particularly difficult sector to account for in terms of carbon.
