- The Vera Institute of Justice (VERA) is a nonprofit independent organization based in New York. The institute originated in the early 1960s when a project initiated by Louis Schweitzer and Herb Sturz assessed an unjust bail system in New York City as one in which people with higher incomes were often more able to secure bail than were lower-income people.
