- The term emergency manager refers to the individual charged with creating the framework within which communities or organizations reduce vulnerability to hazards and cope with disasters. Although the position has traditionally been viewed as that of a technician specializing in disaster preparedness and response, the scope of the emergency manager has been evolving to encompass all aspects of community resilience, transforming the role of emergency manager to that of professional manager specializing in the development of emergency management programs.
