  • An executive agreement is a pact other than a treaty made by the president or representatives of the president with a foreign leader or government. Presidents have asserted that their power to execute the laws, command the armed forces, and function as the sole organ of foreign policy gives them the legal authority to make these pacts without obtaining congressional approval.
