- Sheltered Instruction Observation Protocol (SIOP) is an instructional model of teaching academic content to English language learners (ELLs) developed by Jana Echevarría, Mary Ellen Vogt, and Deborah Short. SIOP provides a detailed (operational) description of sheltered instruction (in which content is made accessible, or sheltered for language learners), and provides teachers practical step-by-step guides: from lesson preparation and instruction to implementation of the lesson that will enable ELLs to understand their grade-level content lessons.
