Definition
- Multilevel governance gained prominence in the field of European Union (EU) studies, where it was applied to explain patterns of European integration and the way in which policy was made and implemented within an increasingly populated European political arena. Feeding into the broader governance debate, which seeks to understand the challenges to governmental capacity presented by processes such as hollowing out and fragmentation, multilevel governance highlights the vertical relations between actors and institutions across various territorial levels, alongside the transforming horizontal relationships between state and nonstate actors.
