- It is indisputable that the modern era of bilingual education in the United States is inextricably linked to the rise and fall of Title VII of the Elementary and Secondary Education Act, also known as the Bilingual Education Act. For much of the life of Title VII, the administrative unit responsible for setting funding guidelines and priorities and for distributing the funds provided under the act, the Office of Bilingual Education and Minority Languages Affairs (OBE-MLA), held center stage.
