  • Contraction and convergence (C&C) is an emissions allocation methodology based on egalitarian principles that was developed by the Global Commons Institute (GCI) in the 1990s. Still widely referenced today, C&C calls for greenhouse gas (GHG) emissions to be reduced significantly around the world (contraction) and for per-capita emissions to be equalized internationally and intranationally (convergence).
