  • The concept of repressive tolerance was first spelled out by Herbert Marcuse, a critical theorist and an important organic intellectual of the social movements of the 1960s. Marcuse coined the term to differentiate it from its converse, liberating tolerance—a form of tolerance that truly houses perspectives that have an added value to social justice.
