- Although the period from the 1880s through the Great Depression has been called the Progressive Era, for many African Americans it represented a nadir—a steep decline in African Americans’ overall political agency and economic mobility in the southern United States. Despite these challenges, the urban African American elite actively pursued civic reform projects meant to intervene against the deleterious effects of racism.
