  • Alfred Kinsey, the groundbreaking author of Sexual Behavior in the Human Male (1948) and Sexual Behavior in the Human Female (1953), noted that the law often treated crimes relating to sexual offenses differently than other types of crimes, but it was not until Megan’s Law—a federal law requiring all fifty states to set up a community notification system for convicted sex offenders— was passed by Congress in 1996 that the difference became a part of the national consciousness. The major difference with respect to sex offenders—as opposed to other perpetrators of crime who are prosecuted, convicted, and sentenced—is that the law in the United States does not treat sex offenders as exempt from additional restrictions on their freedom after they have fulfilled their punishment.
