- Elder abuse and elder maltreatment (also referred to as mistreatment) are broad terms referring to different forms of abusive actions taken against an older person. Elder neglect is typically categorized as one type of elder abuse and is the most common form of elder abuse reported to Adult Protective Services (APS), the state agency responsible for investigating elder abuse.
