- A major exporter of fossil fuels, Norway regards itself as particularly responsible for the international effort to ameliorate the impacts of climate change. In 1990, the Norwegian government established the Center for International Climate and Environmental Research (CICERO) as an independent climate research center affiliated with the University of Oslo's Centre for Interdisciplinary Environmental and Social Research (CIENS).
