- Although abuse, neglect, and maltreatment of individuals over the age of 60 (i.e., elders) have taken place throughout history, the precise definitions of these terms continue to evolve. The National Association of Adult Protective Services delineates three basic categories of elder abuse/ elder maltreatment: (1) domestic, (2) institutional, and (3) self-neglect.
