- Except for the brief period of Reconstruction and isolated instances thereafter, the American political system generally excluded and oppressed African Americans until the middle of the twentieth century. Beginning in the late 1870s, following the abrupt end to the progress made during Reconstruction, white Southerners began to consolidate their racial privilege by constructing a political, economic, and social system that excluded participation and equal protection for blacks.
