  • Emergency management emerged in the United States following the Cold War era with the intention to protect people from nuclear attacks, but the occurrence of numerous disasters led to creating an emergency management system that is inclusive of all hazards. With increasing numbers of hazards and their severity, emergency management now embraces risk reduction, social vulnerability, and technocratic approaches; it is designed to protect social and physical environments from the impacts of natural and human-made hazards and to aid communities to respond to and recover from disastrous consequences while also preparing to mitigate impacts from future emergency events.
