- One of the sources of street crime—even in rural areas—is the unlicensed drinking establishment where illegal liquor (moonshine), hard liquor, beer, and wine are sold. These establishments go back in recent history to Prohibition, the so-called Noble Experiment that outlawed most alcoholic beverages in the United States pursuant to the Eighteenth Amendment to the U.S. Constitution.
