  • National health expenditures (NHEs) are official measures of what is spent for health care—approximately $4637 per person or $1.3 trillion total in 2001 (Figure 1). As with the macroeconomic national income and product accounts, constructing national health accounts (NHAs) relies on an economic identity: All transactions have two sides, buyer and seller.
