  • The Institute of Medicine—or IoM, as it is called by health policy makers—is an arm of the National Academy of Sciences, which was chartered by Congress in 1863 to advise the federal government on scientific issues. The National Academy of Sciences in turn chartered the IoM in 1970 “to enlist distinguished members of the appropriate professions in the examination of policy matters pertaining to the health of the public.” Congress frequently asks the IoM to study and report on contentious issues in science and health policy.
