- The concept of high-risk technologies and organizations refers to the intersection of risk, the probabilistic chance of success; technology, a means of converting input to output; and organization, a structured purposeful collective. Together they describe the development and implementation of increasingly complex and indeterminate systems whose outcomes are difficult to predict.
