  • The National Prison Association (NPA) was founded in Cincinnati, Ohio, in 1870 during a meeting of domestic and international prison leaders. Founding members included such correctional luminaries as Enoch Wines (New York Prison Association), Zebulon Brockway (superintendent of the Detroit House of Correction), and Franklin Sanborn (Massachusetts Board of State Charities).
