- Electoral turnout is called an “aggregate-level” concept because it only makes sense to talk of turnout when talking of aggregates of individuals. Yet because turnout derives from cumulating individual-level decisions, one must start with an understanding of why people vote—something about which there is little agreement in the scholarly literature.
