  • The mission of the Institute for Policy Research (IPR), located at Northwestern University in Evanston, Illinois, is to stimulate and support social science research on significant public policy issues and to disseminate the findings widely—to students, scholars, policymakers, and the public at large. IPR began in 1968 as the Center for Urban Affairs with one house, three part-time faculty, a secretary, and a $15,000 research grant from the Ford Foundation.
