- Climate change policy in the United States, covering two decades of partisan gridlock and intraparty infighting, remains hotly contested. Over four administrations, U.S. political rhetoric has covered the gambit, ranging from global leadership in 1988 with congressional climate change hearings, to mixed reviews with President George H. W. Bush and President Bill Clinton, to alleged suppression of scientific studies under President George W.
