Chicago Alternative Policing Strategy

  • The Chicago Alternative Policing Strategy, or CAPS, was one of the first attempts to implement community policing comprehensively in a major American city. Five police districts implemented the CAPS strategy and structure on an experimental basis beginning in 1993, and deployment throughout the entire Chicago Police Department (CPD) occurred over the next 2 years.
